The bullet that didnt go thru

I was watching "The Night Stalker: Hunt for a Serial Killer". Season 1 Episode 3 at the 12 minute mark they explain that 2 victims. On shot in the head, one at point blank range and lived. The other, the bullet lodged in the back of the neck missing vital organs and lived. The bullet was a 25 ACP. The 25 ACP has more velocity than .22 short, less velocity than a .22 LR and is more reliable than either .22s because it is centerfire. Both .22s are rimfire and are more prone to misfire compared to centerfire. I found this very interesting concerning Charlie.
